AKWESASNE -- The Saint Regis Mohawk Tribe (SRMT) Home Improvement Division (HID has submitted an application for Fiscal Year (“FY”) 2021 for HUD’s ICDBG single purpose grant for the amount of $373,500. It is the Home Improvement Division’s intention to utilize the ICDBG-ARP grant funding to complete a SRMT Transitional Housing Project. A five-day comment period is being provided to gain feedback from community members.
The transitional housing activity includes the development of three (3) acres of land within the SRMT tribal territory and the acquisition of three (3) new single-wide manufactured homes to be used for transitional housing. The housing units will be used explicitly for the SRMT's emergency and crisis programs to house Tribal members, as a critical response to COVID-19, in the short, medium and long term. Currently, the SRMT does not have the necessary facilities to temporarily house Tribal members who need to quarantine/shelter-in-place due to the coronavirus global pandemic.
The SRMT Transitional Housing Project will give high risk individuals, such as, outpatients and internees, a place to quarantine/shelter-in-place as they transition back into the Tribal community and most importantly, deter the potential spread of COVID-19 in our community.
The Project will utilize the following tribal programs to complete the construction; SRMT Planning and Infrastructure ("P&I") Department and SRMT Housing Emergency Response Program ("HERP"). The P&I Department will complete the infrastructure and utility installation for quick execution of the sitework, septic system, and utilities; including, NYS Department of Health certified residential onsite wastewater treatment systems (septic & leach fields). HERP's construction force crew will provide the labor for the Designed Approval Primary Inspection Agency ("DAPIA") approved foundation systems (slabs), certified designed supplied by the manufactured home retailer. HERP will also provide all the necessary exterior finishes and will also complete the final punch list and repairs, in accordance with 2020 Building Codes. Lastly, the SRMT Compliance Department will complete the final move-in inspection and provide the Certificate of Occupancy for the immediate use and occupancy of the transitional housing units.

Transitional Housing Implementation Plan:
Task # I. Citizen Participation. The SRMT will post information on their plans to use the ICDBG-ARP grant, and will accept and consider comments for 5 days. Once the comment period has ended the SRMT will submit an official tribal resolution certifying that they have met the citizen participation requirement, per 24 CFR §1003.604, as modified.
Task #2. The SRMT and the AHA will enter into a subrecipient agreement in accordance with 24 CFR §1003.502, Agreement with subrecipients.
Task #3. Environmental Review Process the SRMT will complete the EA in collaboration with the SRMT Environment Division in accordance with the provisions set out in 24 CFR §1003.605 and 24 CFR part 58.
Task #4. Planning / Preconstruction of Property for Transitional Housing
Task #5. Finalize Plans and Specifications - Work includes working with Tisdell Engineering Group on the site design, septic systems, and infrastructure for the (3) mobile homes.
Task #6. Pre-approval for the acquisition of Mobile Homes: Procure Mobile Homes. Work includes obtaining pre-approval for the acquisition of (3) mobile homes for acquisition and purchase once the ICDBG-ARP funds are secured.
Task #7. Purchase Mobile Homes - This work includes procuring the (3) mobiles homes once the SRMT have received clearance from HUD to drawdown the ICDBG-ARP funds after meeting all requirements under 24 CFR §1003.605 and 24 CFR part 58.
Task #8. Develop Site for the SRMT Transitional Housing- Work includes finalization/execution of the site construction by the SRMT P&I Department and the mobile home delivery and setup by the licensed retailer. This work will include the execution/completion of all the sitework, infrastructure, septic systems, foundation installation, and oversight of the following subtasks and sub-milestones:
Task#8a. Site preparation (clearing & grubbing)
Task#8b. Excavation, rough grading, utility & infrastructure
Task# 8c . Site work/drainage, septic systems, roads Task#8d. Foundation installations
Task# 8e. Asphalt paving (roads & driveways) Task#8f. Mobile home delivery/setup
Task#8g. Exterior Finishes- construction of egress and insulated skirting.
Task#9. Punchlist Inspection and Certificate of Occupancy- Work will include inspections to confirm work is complete and ready for occupancy.
