SUMMARY: Responsible for overseeing and managing all activities related to the collection, sorting, disposal, and recycling of solid waste on the territory of Akwesasne. Ensure compliance with applicable solid waste regulations, optimize operational efficiencies, manage staff, work to improve business practices and reduce environmental impact of waste management services. This position involves strategic planning, budgeting, staff supervision, and collaboration with outside government agencies.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Management & Operations:
- Oversee the daily operations of the solid waste department, including collection, disposal, recycling, and special waste programs.
- Develop and implement strategies to ensure reliable, safe, efficient and cost-effective services.
- Manage and maintain the transfer station and recycling depot, ensuring compliance with all solid waste regulations.
- Monitor performance metrics and work with teams to optimize operations, reduce costs, and improve customer service.
Budgeting & Fiscal Management:
- Prepare and manage the department's budget, ensuring fiscal responsibility.
- Monitor department expenditures and recommend cost-saving measures or process improvements.
- Review and authorize contracts, invoices, and purchase orders related to waste management services and equipment.
Regulatory Compliance & Safety:
- Ensure compliance with all Tribal, state, and federal environmental regulations, including waste disposal, recycling, and hazardous materials handling.
- Maintain up-to-date knowledge of industry trends, new regulations, and best practices to implement within the department.
- Enforce safety protocols and ensure all staff members are properly trained in safe work practices, including the use of equipment and emergency response procedures.
Community Engagement & Public Relations:
- Serve as the primary point of contact regarding program services.
- Respond to customer complaints, inquiries, and service requests in a timely and professional manner.
- Promote public education and outreach programs to encourage recycling, waste reduction, and composting.
Strategic Planning & Sustainability Initiatives:
- Develop long-term strategies for waste management and sustainability, with a focus on service expansion and improved material sorting.
- Coordinate with local agencies and community events to enhance waste diversion programs.
SUPERVISORY RESPONSIBILITIES:
The manager is expected to supervise, train, and evaluate a team of solid waste employees, including operators, material handlers, drivers, and seasonal workers. Foster a positive, collaborative work environment, providing leadership and support to ensure productivity and support staff morale. Develop work schedules, manage labor resources, and address any staffing needs or concerns.

EDUCATION and/or EXPERIENCE:
- Four-year degree in environmental studies, engineering or business administration from a college or university
OR
- Two-year Associates Degree in life sciences, engineering or business administration in combination WITH
- Two years’ relevant experience
OR
- Graduation from High School or equivalent and five (5) years full-time paid work experience in solid waste or recycling management or planning; or five (5) years of administrative, governmental, or business experience at a management level or higher
OTHER SKILLS and ABILITIES:
- Effective verbal and written communication skills
- Must have excellent computer skills, e.g. word processing, spreadsheet, database, flowchart and presentation software
- Must have strong analytical skills and the ability to interpret data.
- Financial skills with ability to review expenditure reports and develop detailed budgets.
- Scientific/technical writing, editing, and proofreading skills to convey information concisely and clearly
