SUMMARY: The Land & Estates Officer position conducts land title searches and research, drafts and processes land deeds and generally analyzes land transactions in order to assist individual tribal members as well as tribal programs who require certified land & estates information in order to determine service eligibility and other matters.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Include the following:
· Support land & estate research and analysis information requests for various Tribal programs including Tribal Court, Education Division, Compliance Dept, Office of General Counsel, Office of Boards & Commissions, Homeowners Assistance Office and Social Services, among others.
· Support Tribal programs with land & estates and membership verification information when appropriate and approved by Tribal Clerk.
· Performs land title searches and land file reviews for tribal programs and community members
· Verifies land ownership prior to developing Right-to-Use and Occupancy Deeds
· Draft Right-to-Use and Occupancy Deeds for tribal members
· Meet with Tribal program staff, Tribal Court, community members, tribal entities, and other parties in order to clarify land issues.
· Update and maintain land & estate files
· Analyze land transactions and determine land ownership
· Ensure established processes are followed by applicants. Assist tribal members and tribal programs in completing required forms
· Participate in Tribal Court hearings as required
· Assist in title search and closings for mortgage applications. Provide pertinent information to tribal programs and tribal members as appropriate
· Amend, clarify and cross-reference deeds and records as needed
· Ensure confidentiality of office records
· File, photocopy, record and scan documents, survey maps, land deeds and related documents into tribal land(s) database
· Provide land maps for various requestors, tribal programs, Tribal Council, and the tribal members
· Exhibit a courteous and professional manner when dealing with the public and colleagues
· Other related duties as assigned
SUPERVISORY RESPONSIBILITIES: There are no supervisory requirements for this position.
QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION and/or EXPERIENCE:
· High school diploma WITH
· One (1) year experience.
OR
· Two-year College diploma/degree PREFERRED
REQUIRED SKILLS & ABILIITIES:
· Strong oral and written communication skills
· Strong problem solving and analytical skills in order to review, manage, and interpret land files.
· Strong computer application skills
· Understanding of data management
· Familiarity with “land holding” on the Saint Regis Mohawk Indian Reservation
· Ability to organize factual data into clear and logical sequence, read and comprehend complex land documents, and identify relevant title issues and facts
· Knowledge of the principle and methods of undertaking research
· Ability to handle sensitive matters on a confidential basis
· Ability to multi-task, prioritize and delegate responsibilities as appropriate to the demands of the Tribal Clerk and staff
· Ability to communicate clearly, orally and in writing, with a variety of persons such as tribal and community members, tribal officials
· Follow through on assigned tasks to completion
· Geographic Information System (G.I.S) knowledge/experience is desirable.
REASONING ABILITY: Must have ability to organize factual data and Tribal Clerk files into clear and logical sequence, handle sensitive matters on a confidential basis, read and interpret complex land documents, and analyze land issues and identify issues and facts.
