SUMMARY: Plans, directs, and coordinates activities of designated construction-related projects, with a primary focus on addressing infrastructure damage caused by imminent threats such as floods or other OEMS events. Ensures that goals, objectives, and regulations of the project are accomplished within prescribed time frames and funding parameters, according to contract documents. This role requires rapid response and efficient execution, including the meticulous preparation of scopes of work, detailed project plans, and comprehensive material lists, as well as routine reporting on project status and progress.   

ESSENTIAL DUTIES AND RESPONSIBILITIES: Performs the following duties to include budgeting, organizing, inspecting, reporting, and scheduling the project(s) in response to imminent infrastructure threats. Other duties as may be assigned.   

  • Rapidly develop and prepare detailed scopes of work, project plans, and material lists for Tribal construction projects, prioritizing those addressing imminent threats and ensuring compliance with New York State building codes and Tribal policies.
  • Assist in establishing project objectives by analyzing program needs, schedule, and budget with the project team, with a focus on immediate and effective solutions to emergency situations.
  • Review project proposals or plans to determine time frames, funding limitations, regulations, procedures, and allotment of available resources for all phases of the project, prioritizing projects related to imminent threats.   
  • Direct pre-construction meetings with contractors for the exchange of information regarding requirements (e.g., Davis Bacon Act, Buy American, etc.), Tribal policies that relate to the project, and methods and materials of construction, with an emphasis on expedited timelines.
  • Assist in reviewing bid documents, reviewing test and progress reports, and other construction documents that may be required for contracts, ensuring quick turnaround for emergency projects.
  • Review bid(s) from contractors with engineering firms and the immediate supervisor to determine contract awards, with a focus on rapid mobilization.
  • Assist with requests or approvals for amendments to or extensions of contracts by helping architects, contractors, and Tribal personnel prepare change orders, while maintaining urgency in emergency situations.
  • Inspect construction sites to monitor progress and ensure conformance to engineering plans, specifications, construction, and safety standards, with heightened vigilance in emergency response projects.   
  • Review Requests for Payment Applications from contractors and submit them to engineers for approval, ensuring timely payments for contractors working on urgent projects.
  • Act as the owner’s representative with contractors and engineering firms, when so designated, maintaining clear communication and coordination during emergency response.
  • Comply with Federal, State, and Tribal legal requirements by studying existing legislation, enforcing adherence to requirements, and advising the immediate supervisor of deviations, ensuring compliance even under time constraints.   
  • Establish and maintain a system for routine reporting on project status and progress, including key milestones, potential risks, and budget updates, with a focus on providing timely updates during emergency situations.
  • Develop and perform periodic project updates, reports, and presentations to the Tribal Council, Executive Director’s Office, and community members, providing critical information regarding emergency response and recovery efforts.
  • Other related duties as assigned.
  • May be required to respond to emergency events outside of work hours. 

 

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or abilities required. Knowledge of water and/or wastewater systems is an asset. 

  • Ability to interpret and understand AIA contracts, blueprints and similar construction documents.
  • Knowledge of building materials, construction details and relevant rules, regulations and quality standards.
  • Familiarity with construction management software, general computer software programs, construction materials, means and methods.
  • Ability to maintain records, conduct conferences, observe work in progress and compile written reports.
  • Working knowledge of building components and systems.

 

EDUCATION and/or EXPERIENCE: 

  • Bachelor's degree (B. A.) from a four-year university, in related field

    OR

  •  Associates degree from a two-year college in a related field, AND

    • A minimum of two years of experience; in a role such as construction manager or project manager.

    OR

  • An equivalent combination of training and experience in a related field may be considered.

 

Other Skills and Abilities: Strong oral and written communication skills required. Must have basic computer skills including, but not limited to, word, excel, power point and Outlook.

 

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

 

SUPERVISORY RESPONSIBILITIES: There are no supervisor requirements for this position.

Must be at least 18 years of age, have and maintain a valid driver’s license with a clean drivers’ abstract in accordance with the Saint Regis Mohawk Tribe’s Fleet Policy.
