SUMMARY: Plans, directs, and coordinates activities of designated construction related projects to ensure that goals, objectives and regulations of project are accomplished within prescribed time frame and funding parameters and according to contract documents. This role will manage the planning, execution, and completion of construction projects focused on repairing and rebuilding infrastructure damaged by floods or other OEMS events in devours.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Performs the following duties to include budgeting, organizing, inspecting, reporting and scheduling the project(s). Other duties as may be assigned.
- Assist development of parameters for Tribal construction projects in compliance with New York State building codes and Tribal policies.
- Helps to establish project objectives by analyzing program needs, schedule and budget with project team.
- Reviews project proposals or plans to determine time frame, funding limitations and regulations, procedures, and allotment of available resources for all phases of project.
- Directs pre-construction meetings with contractors for exchange of information regarding requirements (ex: Davis Bacon Act, Buy American, etc.), Tribal policies that relate to project, and methods and materials of construction.
- Helps to review bid documents, reviews test and progress reports and other construction documents that may be required for contracts.
- Reviews bid(s) from contractors with engineering firms and immediate supervisor to determine contract award.
- Assist with request(s) or approval(s) for amendments to or extensions of contracts by helping architect, contractor and Tribal personnel prepare change orders.
- Inspects construction site to monitor progress and ensure conformance to engineering plans, specifications, construction and safety standards.
- Reviews Requests for Payment Applications from contractors and submits to engineer for approval.
- Acts as owner’s representative with contractors and engineering firms, when so designated.
- Complies with Federal, State and Tribal legal requirements by studying existing legislation, enforcing adherence to requirements and advising immediate supervisor of deviations.
- Develop and perform periodic project updates, reports and presentations to Tribal Council, Executive Director’s Office, and community members.
QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or abilities required. Knowledge of water and/or waste water systems is an asset.
- Ability to oversee a major construction project through all phases of the project.
- Ability to interpret and understand AIA contracts, blueprints and similar construction documents.
- Knowledge of building materials, construction details and relevant rules, regulations and quality standards.
- Familiarity with construction management software, general computer software programs, construction materials, means and methods.
- Ability to maintain records, conduct conferences, observe work in progress and compile written reports.
- Working knowledge of building components and systems.
EDUCATION and/or EXPERIENCE:
- Bachelor's degree (B. A.) from a four-year university or
OR
- Associates degree from a two-year college in a related field, AND
- Two (2) year's experience;
OR
- Five year's work experience in a capacity such as construction manager or project manager.
OR
- An equivalent combination of training and experience in a related field may be considered.
OTHER SKILLS AND ABILITIES: Strong oral and written communication skills required. Must have basic computer skills including, but not limited to, word, excel, power point and Outlook.
REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
SUPERVISORY RESPONSIBILITIES: There are no supervisor requirements for this position.
Must be at least 18 years of age, have and maintain a valid driver’s license with a clean drivers’ abstract in accordance with the Saint Regis Mohawk Tribe’s Fleet Policy.
