SUMMARY: Under the direction of the Cannabis Control Manager (“CCM”), the Cannabis Control Officer (“CCO”) is responsible for providing technical and administrative support to the CCM and assisting the CCM with implementing directives and decisions from the Cannabis Control Board (the “Board”) or its designee.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

· Cultivate and maintain professional relationships with licensees and applicants.

· Provide potential cannabis licensees applications and answer any inquiries from potential applicants.

· Assist the CCM in compiling submitted licensee applications and ensure the program check list is filled out prior to sending to the Board.

· Conduct site visits and inspections at various locations of cannabis licensee operations.

· Coordinate controlled buys at cannabis retail operations and compile findings into reports to the CCM, for distribution, review, and discussion by the Board.

· Interact with business owners, consumers, property managers, and other stakeholders to educate them on applicable adult-use cannabis health regulations upon request by the CCM.

· Identify problems and make recommendations for solutions to CCM.

· Assist the CCM in preparing training for cannabis licensees on regulations, policy changes, equipment, etc.

· Assist the CCM with conducting and compiling research on emerging public health issues from the recreational use of cannabis for the CCM to present to the Board.

· Assist the CCM with policy and procedure development upon request or identification of policy issues.

· Assist the CCM in drafting presentations to the Board or its designee, the Council, stakeholders, and tribal membership upon request.

· Assist the CCM with creating orientation tools and resources for new Board and Council members.

· Attend regular meetings with the Board, and Council.

· Attend tribal monthly meetings and program manager meetings in the absence of the CCM or upon request.

· Serve as a liaison for the Program in the absence of the CCM or upon request by the CCM.

· Assist the CCM in compiling Board meeting agenda items and documents by the established deadline set by the OBC, and abide by earlier deadlines set by the Supervisor.

· Input e-requisitions for program needs (supplies, advertising, equipment, etc.) in accounting software.

· Input check requests in accordance with established financial procedures.

· Assist the CCM with reconciling cannabis fees on a regular basis in preparation for the CCM reconciliation with the Chief Financial Officer, or its designee.

· Pull program encumbrance reports on a regular basis, such as monthly or quarterly, and submit them to the CCM for review and discussion with the Board and its designee.

· Draft Cannabis Control correspondences, both routine and confidential, as directed by the CCM.

· Receive, read, and file incoming memos, submissions, and reports to determine significance and distribution plan as directed by the CCM.

· Responsible for program mailing needs, as directed by the CCM.

· Create and maintain an electronic filing system for the program documents.

· Recall and send program documents upon request by the CCM; and anticipate document requests by the CCM and the Board.

· Participate in educational opportunities, conferences, and meetings as requested by CCM and CCB.

· Maintain confidentiality at all times, and keep confidential information within the program.

· Promote a positive image of the Tribe and exhibit a friendly and courteous manner when interacting with the Board, tribal employees, vendors, licensees, and individuals.

· Perform other duties as identified and assigned by the Supervisor.

 

SUPERVISORY RESPONSIBILITIES: There are no supervisory responsibilities associated with the CCO position.

EDUCATION AND EXPERIENCE:

· High school diploma with

· 1 (one) year related experience.

· Associate’s degree preferred.

 

OTHER SKILLS AND ABILITIES: Strong oral and written communication skills required. Must have excellent computer skills including word, excel, outlook, and experience with varying databases. Computer testing in the applicable skills may be a requirement during the interview process.

 

REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Possession of a valid Driver's License in accordance with Fleet Policy.
