SUMMARY:  Under the direction of the Cannabis Control Board (the “Board”), the Cannabis Control Manager (“CCM”) is responsible for the development, implementation, and oversight of the Tribal Cannabis Control Program and its staffing, with focus on licensing application and administration. The CCM is responsible for overseeing all of the regulatory compliance of applicable Tribal and local laws/regulations across cultivation, processing, distribution, retail and delivery operations of cannabis industry. 

 

The CCM will report directly to the Cannabis Control Board and its designee, the Boards and Commissions Manager. The CCM shall be administratively supervised (Human Resource administrative functions) by the Boards and Commissions Director on behalf of the Board when necessary. The CCM shall be responsible for the implementation and enforcement of the Adult Use Cannabis Ordinance, specifically to ensure leadership and the community that approved licensees abide by all applicable Tribal regulations. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Serve as the primary contact and representative of the Cannabis Control Program.
  • Visit all permitted cannabis establishments and conduct inspections/investigations.
  • Evaluate, compile, and write detailed reports with information obtained from inspections and investigations and present to the Board for review and discussion.
  • Collect, audit, and file required paperwork to ensure compliance with Tribal regulations and other Tribal laws.
  • Perform routine audits of compliance processes to assure accuracy and thoroughness of completion with all cannabis licensees and licensee applicants.
  • Interact with business owners, consumers, property managers, and other stakeholders to educate them on applicable adult use cannabis health regulations.
  • Provide guidance and trainings to all cannabis licensees on regulations, policy changes.
  • Cultivate and maintain professional relationships with licensees.
  • Conduct and present research on emerging public health issues from recreational use of cannabis to the Board.
  • Identify problems and recommend solutions to Cannabis Control Board, as applicable.
  • Draft policies and procedures in regards to cannabis control for the Board to review and discuss; and implement approved policies and procedures.
  • Serve as a liaison between Cannabis Control Board and the local entities.
  • Provide presentations to the Board, Tribal Council, stakeholders and tribal membership upon request.
  • Respond to external requests for information around Cannabis Control.
  • Draft/review contract requests for contract forms, necessary documents, for review and approval; shall be responsible as the contract manager, for agreements with external entities on behalf of the Cannabis Control Board.
  • Draft Tribal Council Resolutions regarding amendments to the Adult Use Cannabis Ordinance in collaboration with the Cannabis Control Board and Office of Boards and Commissions (“OBC”).
  • Work directly with the Office of Boards and Commissions to submit Board agenda items and documents by the established deadline, set by the OBC.
  • Attend regular meetings with the Board and its designee.
  • Prepare for and participate in regularly scheduled and monthly meetings with the Board, its designee, and the Council.
  • Work with the OBC to provide orientation tools and resources to new Council and Board Members.
  • Draft, submit and present proposed Cannabis Control Program’s annual budget to the Board and its designee, and Council for discussion and approval; monitor the annual budget and obtain and distribute encumbrance reports to the Board and its designee, as well as advise the Board of financial positions/budget capability at any given time.
  • Input/review program’s e-requisitions for program needs (supplies, advertising, equipment, etc.) in accounting software.
  • Input and review check requests in accordance with established financial procedures.
  • Attend tribal monthly meetings upon request by the Board and its designee.
  • Attend Program Managers meetings to receive and communicate updates from Administration and other departments.
  • Oversee the creation and maintenance of Cannabis Control files with the Cannabis Control Officer and the OBC.
  • Reconcile cannabis fees on a regular basis with the Chief Financial Officer or its designee.
  • Review cannabis expenses on a monthly basis.
  • Draft and review Cannabis Control correspondences; both routine and confidential as directed by the Board and its designee.
  • Read and analyze incoming memos, submissions, reports to determine significance and follow-up.
  • Promote a positive image of the Tribe and exhibit a friendly and courteous manner when interacting with the Board, tribal employees, vendors, licensees, and individuals.
  • Provide program oversight with unimpeachable integrity and maintain confidentiality at all times, ensuring confidential information is kept within the Cannabis Control Office.  
  • Perform other related duties and responsibilities as identified and assigned by the Board and/or its designee.

 

 

SUPERVISORY RESPONSIBILITIES: Direct supervision of the Cannabis Control Officer (“CCO”) and responsible for the overall direction, coordination, training, and evaluation of the CCO. The CCM shall carry out supervisory responsibilities in accordance with the Tribe’s policies and applicable laws. Supervisory responsibilities include hiring, interviewing, training employee(s), planning, assigning and directing work; appraising performance, rewarding and disciplining employee(s); and addressing complaints and resolving problems. 

 

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. 

 

EDUCATION AND EXPERIENCE: 

  • Associate’s degree in Criminal Justice, Business Management, Environmental Health or a directly related field and
    • Two (2) years of relevant experience in managing daily operations of a program 

OR

  • Five (5) years of direct experience managing daily operations of a program.
  • Bachelor’s degree is preferred.

  • Understanding of regulatory laws and compliance;

  • Approachability and have the ability to assist with complex issues;
  • Moderate knowledge of conducting training, facilitation, and public speaking is preferred; and
  • Must be willing to train in this area if no experience is identified in candidate’s application. 

 

REASONING ABILITY: Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Possession of a valid Driver License in accordance with Fleet Policy.
