Tribal Historic Preservation Officer

SUMMARY:
Incumbent will represent the St. Regis Mohawks in all activities related to the National Historic Preservation Act and the Native American Graves Protection and Repatriation Act. This officer will be responsible for the development of the St. Regis Mohawks Historic Preservation Program and Cultural Resources Management Plan.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
NHPA Section 106 responsibilities:
- Prepare budgets and reports for the National Parks Service Historic Preservation Fund grant.
- Render written opinion on the possible effects of federal projects on sacred, cultural or historic sites in accordance with NPS Historic Preservation Fund contract.
- Develop and implement the historic preservation plan with respect to properties of traditional and cultural significance to Akwesasne, within it ancestral and aboriginal lands.
- Maintain inventories of historic properties, requesting maps and site information on known Mohawk sites from NYSHPO Offices.
- Cooperate, advise and assist Federal, State, Tribal, and Local governments and private organizations and individuals in historic preservation issues, per approved St. Regis Mohawk Preservation Program.
- Develop and implement a Cultural Resources Management Plan.
- Administer contracts for outside assistance in cultural resources management planning, archaeological survey, etc, as appropriate.
- Provide public information in historic preservation and functions of SRMT THPO.
- Maintain a working relationship with Traditional Cultural Authorities.
NAGPRA Responsibilities:
- Attend meetings and work cooperatively with the Haudenosaunee Standing Committee on Burials, the Mohawk Nation Council of Chiefs, NYSHPO appropriate Tribal departments, EPA, USET and other governmental offices in addressing activities.
- Oversee, coordinate and facilitate, as necessary, the return and reburial of human remains of Mohawk ancestors to appropriate designated sites; must be responsible for the safe and careful return of culturally affiliated artifacts.
- Communicate with museums on NAGPRA related issues. Oversee the development of protocols and provide workshops to be used for items returned through repatriation.
- Oversee the development of a database to produce a master inventory of returned objects.
SRMT Responsibilities:
- Directly responsible for the development of a Records Management System for the SRMT offices and programs.
- Directly responsible Mohawk Language and Culture training program for SRMT staff.
- Performs other related duties as assigned.
SUPERVISORY RESPONSIBILITIES:
Directly supervises two employees in the Historic Preservation office in the implementation of the Native American Graves Protection and Repatriation Act (NAGPRA) and the National Historic Preservation Act.
Directly supervises the Records Management Officer and the Cultural Coordinator to implement and sustain these programs.
Incumbent carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE:
Bachelor's degree (B. A.) from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.
Additional Education requirements to initiate the records management and archive system include an Advanced Degree in Information Management or related field.
REASONING ABILITY:
Incumbent must have the ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Additional Accumulated Responsibilities: To initiate and develop and supervise a Tribal archive for the historic, legal and vital records of the Saint Regis Mohawk Tribe and the community of Akwesasne.
- To initiate, develop and supervise a Kanienkehaka Cultural and language program.
- To supervise an Assistant Tribal Historic Preservation officer.
- To represent the interest of the Saint Regis Mohawk Tribe as the National Parks Service officially recognized Tribal Historic Preservation Officer.

DRUG TESTING POLICY
The successful applicant for employment must submit to a drug test for illegal substances prior to employment being confirmed. The testing is performed at the laboratory at the Alice Hyde Hospital in Malone, NY. Test results are normally received in three to five days from the date of the test. In the case of a positive result, the candidate is not eligible for employment with the St. Regis Mohawk Tribe. Employment may not begin until this process has been completed.
